Charles Richard Samuels has been a dedicated legal practitioner in Central Virginia since 2003. As the founder of Charles R. Samuels, Attorney at Law, PLLC, he serves clients in the Circuit, General District, and Juvenile and Domestic Relations Courts throughout the greater Richmond area. Additionally, Mr. Samuels represents clients at the administrative level in federal disability cases. He is admitted to practice in all Virginia state courts, the U.S. District Court for the Eastern District of Virginia, and the U.S. Court of Appeals for the Fourth Circuit. Mr. Samuels specializes in various practice areas, including Social Security Law, Traffic Law, Guardianship and Conservatorship, and Criminal Defense. He is a qualified Guardian ad litem for both children and incapacitated individuals and has previously served as a Virginia Supreme Court-certified mediator for general district and juvenile domestic relations courts. His commitment to public service includes serving as a City Councilman for Richmond's 2nd District, including a term as President of the Richmond City Council, and participation on various boards and commissions, such as the Airport Commission and the Greater Richmond Partnership.
