About

Wilbur McCoy Otto, a distinguished attorney based in Pennsylvania, has made significant contributions to the field of healthcare law over his extensive career. As a faculty member at the U.S. Military Academy at West Point in 1965, he played an instrumental role in revising Department of Army Regulations, paving the way for the first female candidates to be admitted to the Academy—a testament to his commitment to equality and progress. A trailblazer in legal practice, Mr. Otto was recognized by the New York Times as the first trial lawyer in the United States to employ video-taped testimony in both state and federal civil jury trials during the late 1960s and early 1970s. His innovative approach has since become a standard in the courtroom. With an impressive track record of trying 275 cases, winning 260 of them, and overseeing the management of approximately 10,000 cases, he has established a reputation for excellence and efficacy in litigation. Beyond his prowess in the courtroom, Mr. Otto has been a pioneer in the U.S. Captive Insurance Industry for over 35 years. He has been instrumental in establishing and managing both domestic and offshore entities, including significant collaborations with the University of Pittsburgh and its Medical Center, as well as various programs for leading academic health centers and community hospitals. In addition to his legal accomplishments, Mr. Otto serves as counsel to numerous Professional Health Care Provider Peer Review Committees, demonstrating his dedication to enhancing healthcare practices. He enjoys a fulfilling personal life in Pennsylvania with his wife, Nancy, and their four children, all of whom have followed in his footsteps to become lawyers. Proud grandfather to nine grandchildren, he finds joy on the tennis court, where he continues to engage with the community he has faithfully served throughout his career.
