About

Rich is a shareholder in Saxton & Stump’s Construction, Construction Litigation, and Commercial Litigation groups. In his practice from the firm’s Pittsburgh office, he represents business owners, contractors, subcontractors, suppliers, developers, and other industry professionals in all aspects of their business in and out of the courtroom. He works with clients to prevent future legal actions, handle disputes, and solve construction industry challenges. For the majority of his clients, Rich serves as outside general counsel, representing them in all of their business needs. With a construction focus, Rich assists his clients from the start of a construction project to its conclusion. He regularly negotiates contracts, handles public bid disputes, and routinely assists clients with resolving problems encountered during their construction projects. Rich is also well experienced in all aspects of prosecuting and defending construction claims, including payment and performance bond claims, mechanics’ lien claims, construction defect claims, differing site conditions, delay, acceleration, and inefficiency claims, change order disputes, prompt payment claims, OSHA issues, labor negotiations, financing and solvency issues, and One Call Act claims. Rich utilizes the assistance of other Saxton & Stump attorneys to fulfill his clients’ needs for all other aspects of their business operations, including corporate, labor and employment, real estate, creditors’ rights, intellectual property, and environmental. In his almost 25 years of experience, Rich has represented clients before numerous state and federal trial and appellate courts, as well as in private mediations and arbitrations. Rich also remains active in a number of construction industry trade groups. Before joining Saxton & Stump, Rich was a partner at a Pittsburgh law firm. He also spent several years serving as vice president and general counsel for a large general contractor specializing in water and wastewater treatment plant construction. In this role, he gained valuable experience on the operations side of the construction industry, as well as serving as in-house counsel for the company. With this experience, Rich offers a different approach and perspective to representing his clients than most other construction attorneys. His goal is to provide cost-effective, practical solutions for his clients.
