After graduating from Stanford University in 1976, Mark attended USC Law School and passed the Bar in 1979. He tried over two hundred jury cases as a deputy Orange County Public Defender. In partnership with his father, the late Herbert Licker, he enlarged his practice to include personal injury and probate litigation. Moving to Los Angeles in 1992, he worked with several firms in a wide range of personal injury and real property litigation, then joined the Los Angeles Public Defender from 1996-2006. He represented thousands of individuals accused of crime, and protected hundreds of them at jury trial. At trial, he beat the prosecution plea bargain "offer" about a third of the time.
