Kimberly L. Kiplin is a highly experienced attorney with over 25 years dedicated to administrative law. She focuses on government procurement, insurance regulatory matters, oil and gas regulations, open government law, and gaming law, with a particular emphasis on lottery and charitable bingo. Ms. Kiplin represents lottery jackpot winners and provides comprehensive legal counsel in all aspects of charitable bingo administration and regulation. She has also been actively involved in drafting gaming-related legislation and administrative regulations and is a member of the International Masters of Gaming Law. Prior to establishing the Law Office of Kimberly L. Kiplin, she served as General Counsel for the Texas Lottery Commission from 1993-2012 and as Director of Legal Services and Counsel to the Commissioner of Insurance at the Department of Insurance. She also served as an administrative law judge at the Texas Railroad Commission, adjudicating contested oil and gas matters. Ms. Kiplin received her B.S. in Petroleum Engineering from The University of Texas at Austin in 1981 and her J.D. from St. Mary's University School of Law in 1983. She is licensed to practice before the State Bar of Texas since 1984 and the U.S. District Court for the Western District of Texas since 1988.
